Major Issues & Activities being undertaken by CFI

  • 1Unregulated Hike in Cement & Steel Prices to Hon'ble Prime Minister, Shri Narendra Modi, Finance Minister & other relevant Ministries, Departments etc. seeking immediate remedial measures and reformative actions needed to be taken to enable the construction industry to meet the demands of the existential crisis that it was facing. Taking our suggestions into consideration, the Government had imposed export duties on certain finished steel items which curtailed export quantities to some extent and also increased availability of the steel in domestic market at competitive prices.
  • 2Representation on “Vivad Se Vishwas-II Scheme (Contractual Issues)” to the Department of Expenditure, Ministry of Finance after compiling feedback / comments from CFI members through a series of online / offline interactions. Representation on “Specific amendments to be made to the existing sections of the Arbitration and Conciliation Act 1996 as amended by Act of 2015” and “General comments on the improvements to be made to improve the working of the Arbitration law in India” were made to the Chairman of the Government appointed Expert Committee on working of Arbitration Law, need for Reforms to the Arbitration and Conciliation Act in India.
  • 3NHAI agreed to consider CFI suggestions regarding relief for Contractors / Developers: NHAI has agreed to consider some suggestions for relief measures during the 2nd wave of Covid-19 pandemic. NHAI had provided extensions on case-to case basis for meeting the obligations by the Contractors / Developers / Consultants of Road sector.
  • 4Key issues of Force Majeure, immediate release of all certified bills overdue and pending arbitration amounts, Compensation to all Construction companies towards reimbursement of wages paid to labour, Retention Money etc. were also raised by CFI in its representations to the policy makers during the COVID lockdowns.
  • 5Federation had also written to Secretaries and senior Government Officials of State Governments, requesting them to initiate necessary actions in line with the directives issued by the Finance Ministry, as a part of the "ATMANIRBHAR BHARAT ABHIYAAN" and extend immediate support to the Contractors by allowing the release of Performance Security for the proportionate amount of work completed along with the adequate extension of time to alleviate the financial stress of the disruptive situation on account of Covid.
  • 6Series of Interactions and representations on GST and Direct Taxation issues with the Department of Revenue, GST Council Officials, GST Policy Wing under the Ministry of Finance.
